There should not be much difference between 4s and 5.  The tech-specs are 
slightly different where 5 is more powerful and larger screen. While larger 
screen does not add much value to many of us, better processor does feel light 
and zippy.   I own an IPhone 5 and I simply love being with it.

It depends on your budget and your use. iPhone 5 is the latest. I use
iPhone 4S and quite comfortable. I have heard iPhone 5 is slim in size.
Yes, accessibility wise, it would be same for both the phones as they run
on same version of iOS.

I have the iPhone 5. It is longer (has a 4 inch screen instead of 3.5 inch)
but much thinner and lighter. Also, it is much snappier than 4S because of
faster processor. As far as functionality goes, they are almost similar.

If I were you, I would wait to see what new features the next version of
iPhone brings. My guess is that it will be out in July or so. It may be
called the iPhone 5S or something but it is bound to have a number of
improvements including possibly near field communication. All this is
speculation of course.
