hi, yes. the android comes with its built-in tts  that not only used
with talkback but also many applications  that requires speech output
like google maps etc. to simplify,   you don't need additional tts,
however you do have choices  to change the default tts.

Hi, in general theeri,  any version of android (at least android 4.2
or above)  is suppose to be more accessible.
The higher version you’ll choos, the maximum accessibility you’ll get.
  as it is getting improve with every new version of android.
  Well, as long as you have samsung’s tab, google nexus tabs you
shouldn’t have fear.  As these companies maintains  a good  level of
accessibility so in most of things talkback works just fine.

Its soly depends on your need what kind of works you want to perform
with the tablet.  Like, if you want to brouze the web, you requires
mozzilla firefox or ideal web reader,
 You want to use facebook,  you need the native app of the facebook or
friend caster,
You want to read or edit document, you  need to install accessible
talkback editor.
 Though to begin, you don’t need any additional application.
