There's a lot of help there about things you could do to help both us and yourself before posting messages here. if I comment out the LoadModule perl_module libexec/libperl.so, in my httpd.conf file, it works like a champ. Your programming will have more effect than your use of static linking. When I start apache, it appears to start but when I surf to it, I get Page Cannot be displayed. This is a list of modules I install prior to compiling apache with mod_perl: You need to get the core backtrace and you will know right away what causes the problem.
