I recall being told that there was a form for this purpose at pause.perl.org. 
However, none of the sub-pages at that site seemed to answer the question.  I

There's a way to give another author ownership of modules through pause. 
They have to give permission for each module in the distro.  They should 
also contact [EMAIL PROTECTED] to have them give you 
ownership of the RT queue, although that might automatically pick up PAUSE 
changes these days.

The existing maintainer needs to log into PAUSE, then select 
Change Permissions from the menu on the left.
He/she is then presented with a series of select buttons, and wants
2.1 Pass primary maintainership status to somebody else
Which gets to a form to select which modules to transfer.
