He should bring it to the Wildlife Rehabilitation Center in Roseville.
The vets there will know if the bird is blind and whether or not it's
treatable.
If he can't travel up here, perhaps someone else can; or the bird
could be relayed to someone willing to meet him halfway between
there and Roseville.
