However I get the impression that the reason for this change is more to find the gangsters and their affiliates and not so much the person who runs stops signs and red lights. I agree that reckless and careless driving in the form of speeding and running stop signs are definately a quality of life issue. I always thought the electronic means of catching speeders would be a good idea. It could help to improve the quality of life by hopefully cutting the number of people speeding and running red lights. Also the revenue generating potential would also be beneficial.
