Call me a hair-splitter if you must but isn't it the case that injunctions are first "sought" and then granted or denied?

Seems to me that this caption is a bit ahead of itself.  A filed request for injunction may be granted or not.  Let's see whether the court grants it or not.

LEADERS FROM THE AFRICAN AMERICAN COMMUNITY TO FILE AN INJUNCTION
AGAINST THE MINNEAPOLIS SCHOOL BOARD OVER SUPERINTENDENT HIRING

Leaders from the African American community in Minneapolis will file an
injunction against the Minneapolis School Board over the way in which
the board hired David Jennings as the Minneapolis School District
Superintendent at 1:30 p.m. today at the Hennepin County Government
Center. The leaders cited the lack of community involvement in the
process as the main reason for the suit.
