I rather see this as a misuse of the artist field which dishonours the
database schema.

the recording?

I don’t propose getting rid of [dialogue] entirely, nor merging it with
[unknown]. The proposal treats it as another “subset of unknown” —
exactly like [Disney] [musical theater] [religious music], etc.

Do we have any example cases where the artist is known, but we would
want to credit [dialogue] anyway?

I think this proposal goes a bit too far. It doesn't seem to take into 
account the non-soundtrack usages of [dialogue] and seems to imply that 
we should invent artist credits.

The current guideline gives us a way to mark non-music tracks on what is 
otherwise a music release, which will be lost if this passes. I find 
that useful and I'd be interested in knowing how you'd suggest I filter 
out those tracks if this were to pass.

I've used it and seen other people use it for tracks which contain bits 
of conversation (often on live releases, but not always) which are not 
credited to anyone at all on the release. Since we're talking about 
artist credits here and no artists are credited, I think [dialogue] 
works perfectly well for these. If we can figure out who is talking, 
then we already have relationships to capture that information, we don't 
need to invent artist credits for it.

NGS since we have Artist Credits.
