Use a macro in conjunction with search~T. For example, this:

,
| macro index \e\t search~T\n
`

would make Esc-TAB move to the next tagged message in an index.

To jump to the next tagged message you could use the search
function, which is bound by default to /.  Try this: /~T.

To hide untagged messages, use the limit function, bound by
default to l.  Try this: l~T.  (To clear the limit pattern,
use l.)
