Hi Mike,
this is quiet normal Nagios doing.
The secret are the difference states of a check.
You set you retry value to two, so the first Critical is a Softstate
Critical and the second one a hard state Critical.
The Notifications are triggered only on a hard state - so it works for
you for notifications.
You can see the first Critical Messages in NDO because of they are
simply existant only as a soft state but existant.
I can't know what you are doing with NDO, but if you catch some
information out of the ndo-db you are able to look only for hardstate
Messages.
