What user doesn't have rights?
Did you create a password for the nagiosadmin user account using htpasswd?

Are you trying to access administrative functions (issue commands, etc.) -
If so you may need to add your account to the various directives in the
cgi.cfg file.

Did you create a new user?
By default you can only see hosts/services that you are assigned as a
contact for. (unless you are allowed to via the directive in the cgi.cfg
file - authorized_for_all_service_commands or
authorized_for_all_host_commands to issue commands  and -
authorized_for_all_services and authorized_for_all_hosts for view access )

Which display are you trying to use when you get this error?  I have one
instance of Nagios configured with no host groups and this error comes out
if I try to view host groups.  It's a little confusing since it's not really
a permission issue since I have permission to access all the hosts. It's
just that there is nothing to display using that particular query.  There is
no default "all hosts" hostgroup.

I create /etc/nagios/htpasswd.users and add user nagiosadmin

I checked cgi.cfg for this parameters:

authorized_for_system_information=nagiosadmin
authorized_for_configuration_information=nagiosadmin
authorized_for_system_commands=nagiosadmin
authorized_for_all_services=nagiosadmin
authorized_for_all_hosts=nagiosadmin
authorized_for_all_service_commands=nagiosadmin
authorized_for_all_host_commands=nagiosadmin

SELinux is off.

What is wrong?
