We have test facilities, specifically in the Cogent Atlanta Colo - and are
not seeing any reachability issues at this point. Tested via Cogent from
alternate networks.

Will keep an eye on it tho...

All seems well now
AS51307 was unable to reach into cogent for about 7-10 minutes.

We've been noticing high latency for some time with Verizon (UUNET) 
connections at least through the NY area.

A lot of our traffic hits VZ as well and goes either to DC or points in
NY.

Been happening off and on since Labor Day weekend.

Verizon had huge fiber break on Friday. It effect a large portion of the north 
east. It would imagine there would left over issues

  Loss between AS22663 and various European sites was running 50% for us
around 10:00 GMT. We dropped Paetec peering, which got Cogent out from
between us and the sites in question, then things were fine via Sprint. Our
usage at the time was maybe 5 mbits on a DS3.

We see strange losses to/from their network.
Losses to some hosts while other hosts on the same network route do
not experience losses.
Seems like problems in some of their paths that utilize equal-cost load sharing.

That ticket was opened yesterday, and we have been hit very hard with
it.  This problem started on Monday night - I don't know what they did,
but we lost all of our Toronto sites in the middle of the night for a
good bit - so I assume maintenance - Then all h*ll broke loose over the
last couple days.

Yeah, we lost connectivity as well, i believe that they were doing
maintenance; like they always do.  Looks like everything is back up
now though.
