I believe they hadn't come as far as to add Mercury to the gas mix at this 
stage in time.

 I took a closer look at the picture.  It looks like there is a small 
4-digit number outside the octagon which I interpret as "5944".  There is 
a  larger 4 digit number inside the octagon which I think is "7?25" (where 
the 7 is clear, the ? is unreadable, and the 25 is my best guess).  Both of 
these seem inconsistent with 7236.

Also, I only see one off-center orange glow in each tube, and I would 
expect two in a dual triode.

included power transformers, filter capacitors, LSI clock chips, and HV

me if the PIR device proved less reliable and needed replacement before the 
tubes would die a natural death.

Or you can simply add a toggle switch on the clock front that 
disconnects the high voltage to the tubes.

That way the clock runs dark until someone turns on the tubes.   Turn 
the tubes off when you leave the room.

Easy.  Simple. Effective.
