I just tested on Windows 10 from the USA, and the change looks good:
- https://netbeans.org remains accessible from the browser using TLS 1.2.
- https://netbeans.org is no longer accessible from the browser using TLS
1.0/1.1 when TLS 1.2 is disabled.

I've been able to install beta 3 using the win installer with no problemas.


Unfortunately the JIRA plugin is still a NOGO, that's a shame for me cause I 
use that quite a lot, has anyone been able to find a workaround??
