[PATCH][SCTP]: Update SCTP Maintainers entry

Dave,

I have asked Vlad Yasevich to take over the role of primary 
maintainer of SCTP and he has accepted it. He has been 
contributing to SCTP for more than 2 years and has become
more active than me in the past year.
