But if you go ahead and set the MTU yourself manually, then mtu_set_by_user will be equal to true and will stay that way, thus disabling the auto adjust behaviour. This is used to differentiate when auto adjust is used and when user has set the MTU. This was done to be backwards compatible as much as possible but still give the option to have user-configured MTU which doesn't disappear (and is not overwritten).
