The copyright says " identified as authors of the code. " so it seems to
me that all copyright holders need to be identified in the module.  I
have no idea that the test/bar is to become a copyright holder, but can
ask for an official trust position if needed.

I happened to be looking at Appendix C.  YANG Module Template (because a
YANG Dr pointed out that I wasn't following it in one of my drafts) and
noticed an inconsistency.  The template says:
   Copyright (c)  IETF Trust and the persons
   identified as authors of the code.  All rights reserved.

Which matches current trust language, so this is all good.

But: the template then has
   Editor:   your-name
 ";

*and* no place to list all who authored the "code", i.e., the module. 
Given the copyright, I think the template should be revised to:

OLD
   Editor:   your-name
 ";
NEW
   Authors:  //List all who contributed text to the module
 your-name
 ";

IMO there is consensus that the draft should be move back to netmod.

The authors updated their draft to version 2 and pinged the CCAMP mailing list

 From that email thread, it seems there is interest in the work, but where to 
do the work is not clear.

My advice to the authors: continue progress this work and if CCAMP is not 
interested or consider this work too generic, bring it back to NETMOD and we'll 
follow normal WG process.

I heard from Kent that

CCAMP but I don’t see any mention of it at 
https://datatracker.ietf.org/wg/ccamp/documents (although it is shown as a 
dependency at https://datatracker.ietf.org/wg/ccamp/deps/svg). Is any more info 
available please?
