Violation Penalties No. Violation Penalties 1 Non-reporting for Iqama renewal prior to 3 days of its expiry without applicable reason • If the applicant's employer is an individual or private company or establishment, he shall be required to pay double the Iqama fees. • If the applicant is working for a governmental institute, the institute is responsible for submitting new Iqama and Iqama renewal requests of their personnel within 2 months of recruiting them and before its expiry. In case of delay, the institution shall be required to investigate with the employee responsible of this delay to decide the disciplinary action for such violation. 2 Resident who fails to prove his holding of an Iqama and all information he was asked to submit during his residency in the Kingdom If he failed to provide an applicable reason for the concerned authority, he shall be fined as follows: • 1000 S.R. first instance. • 2000 S.R. second instance. • 3000 S.R. third instance. 3 Non-reporting to cancel or renew exit/re-entry visa or final exit visa prior to its expiry He shall be fined as follows: • 1000 S.R. first instance. • 2000 S.R. second instance. • 3000 S.R. third instance. • He shall be provided with a new visa if required, as per the statutory procedures. 4 Non-reporting loss of passport or Iqama within 24 hours as a maximum He shall be fined as follows: • 1000 S.R. first instance. • 2000 S.R. second instance. • 3000 S.R. third instance. 5 Practice of work by the dependants such as wives and children He shall be fined as follows: • 1000 S.R. first instance. • 2000 S.R. second instance. • 3000 S.R. third instance and the issue will be referred to the Minister of Interior for his direction towards termination of the violator's Iqama and deport him. 6 Overstaying in the Kingdom upon visa expiry • The violator shall be subjected to statutory penalties as in custody, fining and deporting. • Finalising his deporting procedures after collecting the statutory fines, issue an exit visa for him and expedite his travel. • If the violator came to visit a resident, the matter shall be referred to the Minister of Interior to issue directives towards the resident who harboured him to terminate his Iqama and deport him. 7 Employing an expatriate with a visitor's visa • If the visa was valid he shall be deported. • If the visa was expired he shall be deported after implementing the statutory procedures. • The employer shall be fined according to the statutory measures, if the employer is an expatriate resident; he will be reported to the authorities after implementing the statuary penalties towards him, to consider his deportation. 8 Obtaining or helping an individual to obtain an Iqama or visa by himself. Taking employment or helping any individual to take an employment based on forgery or cheating. • If the violator is an expatriate, he shall be fined 10,000 S.R. or imprisoned for 3 months or both, along with the termination of his Iqama and deportation from the Kingdom. • If the violator is a Saudi Citizen. He shall be fined 10,000 S.R. the first time. 15,000 S.R. in the second time along with on month imprisonment. 15,000 S.R. in the third time along with 3 months imprisonment. Type of violation shall be considered while applying the penalty. • These penalties are applicable to the principal perpetrator, partner and contributor. • Fines shall be confiscated in all cases. • Fines are multiplied according to the number of individuals involved and violations. 9 Submitting forgery documents or providing false statements to Saudi authorities in the Kingdom or abroad to obtain for himself or for another individual an Iqama or any kind of visas. See penalties in paragraph 8. 10 Forgery, easement or changing the content of foreign travel documents or Iqamas, and circulating them. See penalties in paragraph 8. 11 Trading entry visas See penalties in paragraph 8. 12 Delaying application and applicants, by service offices, finalising applications illegally and dealing with aliens directly (not through the employer), employing expatriates in the office, accepting applications not signed by the employer or authorised signatories and incomplete signatures and attests or exceeding their authorization in expedition specially Saudi passport applications and Iqama applications for those who came to the Kingdom with a non-working visa. the following measures shall be taken against any violating service office (despite the prejudice for any penalties provided in statutory as in Forgery, bribery, passport and Iqama regulations): • In the first instance, an official warning shall be sent to the office by the director of passports office to which the service office pursuer reports, if the violation doesn't

According to the Congressional Research Service (CRS) report, 'Hazare, an uneducated 72-year-old from an indigent Maharashtrian family, had vowed to fast unto death' unless the central government moved to toughen its anti-corruption laws, in particular by establishing a new Lokpal (ombudsman) post to review corruption complaints reaching to the highest levels of government. The report said 'less than a week later, after many thousands in cities across India had taken up his cause, Hazare ended his strike and declared victory upon the government's announcement that it would form a committee to draft Lokpal legislation'. Observing that 'huge majorities (80-90 percent) of Indians favoured the civil society's Jan Lokpal bill over government's Lokpal bill, the report said top Congress party leaders, including Prime Minister Manmohan Singh, argued that multiple tactics to combat corruption are required.' The report mentions that 'Team Anna has been criticized for allegedly dividing poorer minority communities, and for signs that Hindu nationalists are providing the bulk of its organisational muscle.' Mentioning about Yoga guru Swami Ramdev, the report said that besides Anna, he too was notable in the 'negative emotions sparked by months-long revelations of high-level corruption' in India. The report said that in early June, Swami Ramdev staged a major anti-corruption protest in the Indian capital, and launched his own mass hunger strike to demand government action to recover 'black money'. Time to Ignite Young Minds Science has been an important subject of concern for long. With inventions and discoveries multiplying rapidly, here are the goals to be achieved for the nation's growth. by A.P.J. Abdul Kalam - 13 Sep, 2011 In science, impossible does not exist. Inventions and discoveries are the products of constant endeavour by creative minds, envisioning ever-new outcomes. With vivid imagination and consistent effort, the forces of the universe can be made to work for an inspired mind. How do we fire up the minds of India's youth who are the foundation for cutting edge research and usher in a renaissance in Indian science? We need a new generation of creative scientists. For that, we need an environment for research and challenging missions. Above all, academic institutions must have well-equipped laboratories and professors who have the proven capacity to attract youth to science. I have noticed that Indian universities lack a research culture. I believe where there is good research, good teaching is possible; where there is good teaching, good research emanates. Hence, I visualise our universities transforming into research-cum-teaching hubs. This calls for the presence of a number of renowned research professors on campus to attract bright students. Such a research environment will provide credibility to university departments and, in turn, bring in funding by industry and RD laboratories for research programmes and projects. For a conducive environment for research the actions of two Nobel laureates who have facilitated research in their own unique way are instructive. The first is the culture of magnanimity demonstrated by Norman E. Borlaug. When he was given the M.S. Swaminathan Award on March 15, 2005, at the age of 91, in Delhi, he did not stop at just naming the founding fathers of the Green Revolution in India. He recalled with pride the White Revolution. Then came the surprise. He identified scientists in the audience-Sanjay Rajaram, a wheat specialist; S.K. Vasal, a maize specialist; and B.R. Barwale, a seed specialist-asked them to rise, commended their contribution to Indian and Asian agriculture and ensured the audience cheered. Such magnanimity is what motivates the scientific community and it should spread in all our research institutions. The second is an incident narrated in G. Venkataraman's book The Big and the Small about Sir C.V. Raman. When President Rajendra Prasad invited him to stay at the Rashtrapati Bhavan and receive the first Bharat Ratna award in the last week of January 1954, Raman declined and wrote back in polite terms saying that he was unable to make it to the investiture ceremony. He explained that as the guide of a student in the final stages of submitting a PhD thesis ahead of the January 31 deadline, he felt that he should be with the student until it was completed and signed. He gave up the pomp of a glittering ceremony associated with the highest national honour because he felt his duty required him to be with the student. Will our experienced scientists inspire research scholars by emulating the standards set by such great masters? That is not all. We need a pragmatic blueprint for a revolution in Indian science research and technological applications that offer challenging missions to attract youth. For this, there are goals and priorities that must address the national need for growth. Here are the top 10: Ability to spot talent in the young and the inexperienced. He was a unique find for India in the early 20th century-Srinivasa Ramanujan, a hardworking youth who failed in all subjects except mathematics in the intermediate examination. A dockyard officer in then Madras came across a mathematics research paper by the student. He sent this paper to Professor G.H. Hardy at Cambridge University, which led to the discovery of the mathematics legend. Recognition from the Royal Society of London followed. The Srinivasa Ramanujan Museum at Kumbakonam speaks volumes about his genius. Even today, throughout the world, researchers are trying to solve the challenging mathematical problems postulated by Ramanujan. What we need in our country is that both educational and research institutions should have the capacity to spot unique talent wherever it springs up, with or without formal qualifications. Research in the area of forecasting earthquakes hours before, days before and even weeks before they strike is of paramount importance. This calls for multinational and multidisciplinary research on geology, earthquake science, earth sciences, nuclear science, electromagne-tism as well as a modelling and simulation environment using super computers. In another 20 years, Earth, Moon and Mars will become an integrated economic entity. It is essential for India to mount a programme in planetary sciences and life sciences related to different planets. Today, the cost for orbiting one kilogram in space is nearly $20,000.

Posted on: 15 Oct 2011 ഭോപ്പാല്: അഴിമതിക്കും കള്ളപ്പണത്തിനുമെതിരെ ബി.ജെ.പി നേതാവ് എല്.കെ അഡ്വാനി നടത്തുന്ന ജനചേതന യാത്രയെ കുറിച്ച് മികച്ച റിപ്പോര്ട്ടുകള് നല്കാന് മാധ്യമപ്രവര്ത്തകര്ക്ക് കോഴ നല്കിയെന്ന ആരോപണം വിവാദമാകുന്നു. ജനചേതന യാത്ര എത്തിച്ചേരുന്നതിന് മുന്നോടിയായി ബി.ജെ.പി എം.പി ഗണേഷ് സിങ് നടത്തിയ വാര്ത്താ സമ്മേളനത്തിലാണ് വാര്ത്താക്കുറിപ്പിനൊപ്പം 500 രൂപയുടേയും 1000 രൂപയുടേയും നോട്ടുകളും കവറിലാക്കി മാധ്യമപ്രവര്ത്തകര്ക്ക് വിതരണം ചെയ്തത്. മധ്യപ്രദേശിലെ സത്നയില് പാര്ട്ടിയുടെ ജില്ലാ കമ്മിറ്റി ഓഫീസില് വെച്ചായിരുന്നു കൈക്കൂലി നല്കിയത്. സംസ്ഥാന പൊതുമരാമത്ത് വകുപ്പ് മന്ത്രി നാഗേന്ദ്ര സിങ്ങും വാര്ത്താ സമ്മേളനത്തില് പങ്കെടുത്തിരുന്നു. വാര്ത്താസമ്മേളനത്തില് പങ്കെടുത്ത ഹിന്ദി ദിനപത്രമായ നയീ ദുനിയയുടെ റിപ്പോര്ട്ടറായ അരവിന്ദ് മിശ്ര തനിക്ക് ലഭിച്ച കവര് തിരികെ നല്കുകയും ഇത് റിപ്പോര്ട്ടായി പത്രത്തില് പ്രസിദ്ധീകരിക്കുകയും ചെയ്തതോടെയാണ് കോഴവിവാദം പുറത്തറിഞ്ഞത്. 'പത്രങ്ങളില് നിന്നും ടി.വി ചാനലുകളില് നിന്നുമായി 35 ഓളം റിപ്പോര്ട്ടര്മാര് വാര്ത്താസമ്മേളനത്തില് പങ്കെടുത്തിരുന്നു. എല്ലാവര്ക്കും കവര് നല്കി. ഞാനും എന്റെ പത്രത്തിന്റെ ഫോട്ടോഗ്രാഫറും കവര് തിരിച്ച് ഏല്പിച്ചു. ഇത് തീര്ത്തും നിര്ഭാഗ്യകരമാണ്. ജേര്ണലിസവും, രാഷ്ട്രീയവും എത്രമാത്രം അധ:പതിച്ചുവെന്ന് ഇത് തെളിയിക്കുന്നു'-മിശ്ര പറയുന്നു. വാര്ത്താ സമ്മേളനത്തില് തങ്ങള്ക്ക് കിട്ടിയ കവറുകള് പരിശോധിക്കുന്ന മാധ്യമപ്രവര്ത്തകര് കോഴ നല്കിയതിനെക്കുറിച്ച് തെളിവുകളും തന്റെ പക്കലുണ്ടെന്ന് അരവിന്ദ് മിശ്ര പറഞ്ഞു. I find out a new sponsor and he is ready to change my sponsorship to his firm. But my existing sponsor not willing to give release. He asked me to go on exit visa. How can I change my sponsorship? Many expatriates victim of Saudi Arabia’s new Saudization policy (Nitaqat) abandoned their hope and ready for an Exit to home country. But just wait and every cloud has a silver lining. One local newspaper quoted Madeena labour office head Mr.Abdul Khaliq Al-Atheeq in regard to the commencement date of change of sponsorship. It is 2012 March. Even though Ministry of Labour still kept mum on this subject, this report has produced something that is very positive in this negative situation. But please note that there is no official declaration from the Ministry on this aspect so far. We need to wait for that. Earlier the Ministry of Labour declared that, if the companies would not employ required Saudis to cover the Red zone until November 26, 2011, the employees in those companies can change their sponsorship without NOC from the existing sponsor. Even after the deadline, not yet any confirmation or any affirmative explanation on this issue received from the Ministry of labour. On the contrary, on June 2011, Deputy Minister of Developmental Affaires (Ministry of Labour) explained that, Ministry would allow transfer of ownership from red categories to Green categories only after protection of the existing sponsor’s rights. This created sadness and clouds on the hopes of many expatriates. Earlier, as per the normal procedure, an expatriate had to complete 2 years with a sponsor to make him eligible to transfer his sponsorship to another. Apart from that he had to submit No Objection certificate (NOC) from the existing sponsor. As per the Nitaqat program, the employees in the Red category can transfer their sponsorship to ‘Green’ and ‘Excellent‘categories without NOC from the previous sponsor. But the implementation of this rule is still uncertain. Now a local newspaper quoted Mr.Abdul Khaliq Al-Atheeq (Head of Madeena Labour office) and reported that, the red zone companies are given a chance to fulfill the Saudization until 2012 March. If the companies are not complied the required percentage of Saudization till 2012 March, then employees can change their sponsorship without NOC of the existing employer.
