Back to the bare issue subject, actually suffice to say that if you want the 
external libs file in OFBiz folder structure it's very easily done just change 
the Gradle cache location and set an env variable for referencing it in your 
system,eg:

If this solution is OK with you please close, else elaborate...

To my understanding, and as per your feedback, a binary release is one which 
you do not need to compile. So what would it be useful for? It would be things 
like:

- A desktop application that you just want to download and run
- A server application with complex setup requirements

What are the requirements in OFBiz?
- Install Java
- ./gradlew loadDefault ofbiz

So I would think that such releases are unnecessary because:
- There is very little required for OFBiz to run, just install java
- The type of adopters for this kind of software are more than capable of 
running gradle commands.
- You can't ship a binary with the correct requirements. Do you load default 
data? Do you load minimal seed data? And what do you do with the build tools? 
Strip them away? That does not sound suitable as is the case with Desktop 
applications for example.

Too much complexity for no added value in my opinion.

Actually there are 3 different issues:

As their name say it, binary releases contain the binaries, hence all the jars 
necessary for the project to work OOTB w/o using Gradle. This of course would 
need to specify the jars location as a repository, that can be documented. As I 
said it's not mandatory, and the project could decide to not do it since Gradle 
provides them. But we should consider existing examples among important TLP 
projects as above before taking this decision. This could help to answer 
Pierre's need. Only Pierre expressed this need so far, but I see no reasons why 
it would be the only one not able to use our OOTB Gradle settings (ie jcenter 
repo). Again, we don't need to do it, *just document it*!
