You are right. 
After putting “|”, the output is correct.

I did right in other tables except the given one.

The first column is OK.
But lines in the first three rows in the second column expanded to the 
width as wide as the last row.

So the it looked very strange.

Is there a way to avoid such a bad looking output?
You forgat a | at the end of the table template. You can also simplify 
your table when

you add “m” to each cell setting which typesets each cell in math mode, e.g.

\starttext

\starttabulate[|mc|]
\NC a + b = c \NC\NR
\stoptabulate

\stoptext
