Ah wait. Your Okular is still the KDE4 version, so you indeed need to use
kcmshell4. Given that it errors out on "kcmshell4 webshortcuts" means you do
not have Konqueror 4.x installed. The webshortcuts kcm was part of konqueror,
and was splitted into kio with the port to Frameworks 5.

Instead of installing the older Konqueror, I suggest to install a newer Okular
instead. Any 1.x version should work, but more recent versions have additional
fixes. Current released version is 1.3.

Appeared window after running "kcmshell5 webshortcuts" command on terminal

I have installed "kde-cli-tools" and I can use kcmshell5 now. I have run
"kcmshell5 webshortcuts" and I have obtained this message with a window in the
attachment

Then, I have added a new website for web shortcuts in appeared window but I
couldn't add it into Okular. Still, nothing happens after I have clicked
"Configure Web Shortcuts" button in Okular.

I run "kcmshell5" and "kcmshell5 webshortcuts" from console but I get "command
not found". I searched and recognized that there is "kcmshell4". (By the way, I
use Debian 9-Gnome Version 3.22.2). If I run "kcmshell4 webshortcuts", I get:

"webshortcuts.desktop" not found

oh, I see. Here clicking that button does open webshortcut settings.
Can you run kcmshell5 webshortcuts from console and see what it says?

Really I dont understand what you mean. I attached a photo above about my
problem. There I click "Configure Web Shortcut" but nothing happens as I said
before. For solution, I dont know other option or menu also in Okular.
