[DISCUSS][PMC] Proposed Initial PMC List and process

My recommendation:

48-hour steps are too short.  Take at least 72 minimums, state fixed UTC 
earliest-end date-times (so no one has to figure out when from now is), and 
maybe skip over weekend days.

There's no rush.
