Unable to reproduce the problem. I did a very simple test.

1. Create Text document
2. Insert table with 2 rows and 2 columns.
3. Add three items in a cell with bullets. I even placed the middle item 
as a sub-bullet.

4. Save as RTF.

I did not see any problems. Can you verify some simple steps to 
reproduce the problem and/or obtain a copy of a document that 
demonstrates the problem.
