There are a couple of places that offer binaries for httpd for windows.  
The ApacheLounge's download did have ap_config.h.  I used that copy and 
got a bit further--about a dozen compile errors :-(  Now I'm trudging 
thru an online C++ tutorial :-[

I have not installed 'apache2-dev'.  I've installed the binaries from

Longer, it started out in 2000 as a proof-of-concept and was introduced to the 
Rexx community at the
International Rexx Symposium 2001 (Raleigh). BSF4ooRexx contains a GUI sample 
that originated on
OS/2 and runs on Windows, Linux and MacOSX, unchanged ever since 
(samples/3-070_ShootOut.rxj, later
enhanced with a password dialog available as samples/3-080_ShootOut2.rxj)!

The original idea was to enable Rexx programmers on OS/2 (at a time when it 
became clear that IBM
lost the desktop war to Windows) to take advantage of the Java library as a 
huge external Rexx
function package, where the resulting Rexx application would be able to run 
unchanged on Windows as
well, as long as Java was available there.

The same premises still hold today: the BSF4ooRexx samples run unchanged on 
Windows, Linux and
MacOSX. Whatever up-to-date library/functionality is on vogue, Rexx can get 
from Java which has been
always up-to-date (and there are numerous Java class libraries). It is also a 
proof of concept, that
it is actually quite easy (= cheap) to create cross-platform applications with 
this infrastructure
at hands.

Actually the kudos for that idea on MacOSX has to go to two of my students 
(Jürgen Hesse, Manuel
Paar) who really had worked hard to get an Apple installation package done for 
BSF4ooRexx (in 2011),
including the BSF4ooRexx menu, which they modeled after the one on Windows and 
Linux.
