Ah, there it is! I was searching around in my custom templates folder instead 
of the master! Searchbar.tt2 located!

Making a sticky note right now to remind myself to look at the default file 
structure first, since we only copied over files that are customized.

Offhand, it should be installed somewhere like 
/openils/var/templates/opac/parts/searchbar.tt2.  In master, it's about line 56 
or so where the "Library" label is.
