I am unable to install iscsi initiator and target respectively. I need the 
correct installation procedure.

Use dnf to install the iscsi-initiator-utils and targetcli packages.

(targetcli is used to configure the in kernel SCSI target subsystem)

Why do you not install the package and look at the README?

Or use git to download the sources, and look at the README.
