Job Description:


• Create and implement Requirements Management Plan and Approach, including 
identification of stakeholders, decomposition of the project scope into 
manageable 
units, identification of requirement attributes for traceability, 
prioritization, 
validation, & reporting.
• Develop requirements specifications according to standard templates, using 
natural language.
• Document current and future process flows, as well as business architecture 
documents using industry standard modeling techniques.
• Works with project managers, stakeholders, decision makers, and the technical 
team to prioritize and validate requirements including scope verification 
testing.
• Elicit requirements using interviews, customer documents, workshops, surveys, 
site visits, and business process descriptions, analysis of business rules, 
scenarios, tasks and workflow analysis, and any other business analysis 
techniques 
for both new and existing processes and procedures.
• Critically evaluate elicited requirements and decompose artifacts into User 
Stories, Use Cases, Test Scenarios, and Functional Specifications, using 
natural 
language for new and existing development efforts.
• Elicitation and documentation of non-functional requirements including but 
not limited to: usability, maintainability, & reliability.
• Collaborate with developers and subject matter experts to establish the 
technical 
vision and analyze tradeoffs between usability and performance needs.
• Validate proposed solutions meet the project objectives and solves the 
underlying 
business problem.
• Plan and facilitate discussions, broker issue resolutions, and articulate 
decision points.
• Present project requirements and solution options to various stakeholders 
and decision makers.
• Work with project managers to determine work estimates and schedules for 
projects.
• Work with project management staff members to raise and resolve issues, set 
project deadlines, and mitigate project risks.
• Work independently with users and various stakeholders to define concepts, 
processes, and requirements and under direction of project managers.
• Serve as the conduit between the customer community (internal and external 
customers) and the software development team through which requirements flow.
• Successfully engage in multiple initiatives simultaneously.


The minimum core competencies required for this position are:


• A baccalaureate degree from an accredited college and three (3) years of 
satisfactory professional experience.
• Four years of analysis experience, especially experience with new initiatives 
that leverage technology as part of the solution.
• Experience in eliciting, documenting, and analyzing both business and 
functional 
requirements for new systems using a variety of business analysis techniques 
including interviews, document analysis, requirements workshops, surveys, site 
visits, business process descriptions, use cases, scenarios, business analysis, 
task and workflow analysis.
• Experience in working with stakeholders and subject matter experts to develop 
new business processes and procedures.
• Knowledge of relevant business process, requirements lifecycle, and 
documentation 
standards such as UML.
• Experience in problem definition, root cause analysis, and solution 
validation.
• Comprehensive knowledge with various requirements documentation techniques, 
including Use Cases, user stories, activity diagrams, entity and data flow 
diagrams.
• Experience with MS Office Products and Visio.
• Excellent written and verbal communication skills.
• Strong meeting planning, facilitation, and presentation skills.
• Experience in working with multiple stakeholders to prioritize requirements 
and resolve conflicts and issues.
• Experience working with project management staff to define project 
requirements, 
scope, identify and resolve issues, and mitigate risks.
• Ability to adapt to rapidly changing technology and apply it to business 
needs.
• Strong organizational skills and the ability to work as a team member.


The preferred core competencies required for this position are:


• Experience in business, information technology, project management, systems 
analysis and development.
• A good understanding of IT architecture, IT systems, programming and 
development 
skills.
• Experience with the software development lifecycle, and various technologies, 
including mobile application, web based applications, web services, and data 
integration.
