CLM should be able to dynamically assign a free node id to a node when it joins the cluster. The use-case for this is a dynamic environment (e.g. cloud) where it is difficult or impossible for the node itself to choose a unique node id - since it cannot know the node id's of the other nodes in the cluster before joining.
