what about people not in the authors file but proposing new or upgraded
blueprints for Folsom?

Those should contact the project PTL to ask for an invite code.

Note that team leads (QA team, release team, docs team, community
team...) also got some extra codes: you can contact them if you're an
active contributor in those areas.
