+1 on including the openstack-tc also. That will help to get more attentions on 
TC discussions from other group also.

Yeah, if we merged all lists, it's much easier for all to know exactly
where they can go for trigger discussions.
I doubt all experienced developers and ops are subscribe all list that
relative to them.

I think it makes sense. The Interop WG also indicated they'd like to
do the same with theirs. In cases like these where the lists in
question have much lower volume anyway, I don't think any special
handling is needed. Basically any time after November 19 just send a
post to the old list saying that subsequent messages need to
go to openstack-discuss instead, and then immediately set it to no
longer accept new messages.

that the list is not configured to accept messages from all subscribers
(it's meant to be used for us to make sure TC members see meeting
announcements).

I'm inclined to include it and either use a direct mailing or the
[tc] tag on the new discuss list to reach TC members, but I would
like to hear feedback from TC members and other interested parties
before calling that decision made. Please let me know what you think.
