[openstack-dev] [kolla] Usage of Reno - all devs please read

Hey folks,

We have had reno in place since the end of Mitaka, yet folks aren't using it 
very often.  I am guilty myself of not thinking of it when reviewing changes.

Core reviewers:
Please -1 any review of significant work that doesn't include a reno release 
note.

Developers:
If you have made significant changes to the code base (things like Ceilometer 
come to mind) please submit release notes for them.  Note release notes should 
generally be submitted with the work in question, but in this case, lets just 
get the notes in the codebase.

A release note takes 5 minutes to write - it doesn't have to be long and 
complicated.
