The giant etherpads become a mess to keep track of source of truth, and get out of date because there is no enforcement matching with the code itself. This process will be a little slower, because it will be good to cross reference the content with the code to make sure it's right. For reviewers that are +1ing these patches, please just leave a comment that you've done that cross check so we know who is looking deep on these.
