Recently it's been clear that we need a requirements-stable team.
Until npw that's been handled by the release managers and the
stable-maint-core team.

With the merge of [1] The have the groundwork for that team.  I'd like
to nominate:

 * dmllr -- Dirk Mueller
 * prometheanfire -- Matthew Thode
 * SeanM -- Sean McGinnis

As that initial team.  Each of them has been doing regular reviews on
stable branches and have shown an understanding of how the stable policy
applies to the requirements repo.
