The lack of ceph support is a ceph problem rather than a Cinder problem. There are issues with replication and multi-attached RBD volumes asd I understand it. The ceph folks are aware but have other priorities presently. I encourage making your interest known to them. A lot of people have expressed an interest in this, so I'm sure multi-attach with Ceph will eventually be supported. However, it will require a fair amount of investigation to fully understand what is needed for the feature to work correctly. The situation is summarized in a comment in the Cinder code [1].
