[OpenStack-Infra] Obsolete quantum-propose-translation-update job?

Looking at https://jenkins.openstack.org/, I see a periodic
quantum-propose-translation-update job that is still running
occasionally like today:
https://jenkins.openstack.org/job/quantum-propose-translation-update/

I cannot find the job in current Zuul/Jenkins setup, so guess its some
zombie that could need manual interaction. Infra team, could you have a
look, please?
