This process should be entirely self service. See 
https://docs.openstack.org/infra/system-config/third_party.html#creating-a-service-account
 for details on how to go about creating the account.

Lenovo has a driver in OpenStack Ironic since the Queens release. We need to 
start reporting as a 3rd party CI vendor by end of Rocky. This email is to 
request a service account to start reporting as a third party CI system. Please
