It is a long story...
First, you have to clone appropriate branch of
https://kernel.opensuse.org/cgit/kernel-source/log/?h=master
Then modify config and run ./scripts/tar-up.sh to create tarball and
./scripts/osc_wrapper to create package at OBS.
