I just set up SnipSnap and ran into the same issue.
1. Log in.
2. Enter the desired topic into the Search fill-in and click the button.
3. Below any search matches, you will see something like, There is no
snip with New Topic , would you like to [create New Topic]? Click the
link to create you topic.
Other than this and some other minor issues, I've really enjoyed using
SnipSnap for my own KBase.
