Would this be of interest of someone wanted populate their actions from
the database instead of the xwork.xml ?  We have toying around with the
idea of user customized actions, but weren't sure if xwork would be a
candidate for this.

Well, you could just register your own ConfigurationProvider... That's
been in there for like 8 or 10 months :-)

This is more for the case where you want to have control of object
creation, for instance if you want to initialize your Actions and
Interceptors from an IoC container...
