You might want to run a tcpdump or wireshark on the traffic to make
sure your firewall (either local or remote) aren't blocking it. If
you have a proxy in the mix, you will have to authenticate to it in
order to use wget.

I did try this command at the OpenVAS appliance:
Wget rsync.openvas.org:/nvt-feed
This is what was displayed:

Is the above command trying to connect to 78.47.251.61 on port 21? Is that
the port rsync uses? If not, what port does rsync use?
Could the above be because I might not have the port opened on my firewall
correctly?
I tried wget with several different web sites, including openvas.org and got
the message Network is unreachable.

if you are doing a reload of the page, you are sending again the request to
run the sync while it is already running.
Please just click on NVT Feed in the Navigation to see whether it is still
in progress or is finished. Watch the feed version, it is in fact a time
stamp.
