It is a good opportunity to use it as a loadable module. It is tricky
but it works if configured correctly.

I get the issue, now that QCA833X PHY driver has its own config symbol
it means that all of the devices using
QCA8X37 switches lack the drivers for the internal PHY, it should
affect all targets basically.

it looks like that this commit

997acc7f86ca985cba52f7ea8b72f0661a1e3c52
generic: 6.1: backport at803x split patches

breaks devices which using a qca8327/qca8337 switch, because the switch driver 
is not longer compiled in.
