The Senior BizTalk Developer analyzes, designs, codes, debugs, and
documents SOA based solutions, including interface components, web
services, graphical screens, reports and data objects/services.
Participate in all phases of the software development cycle.  The incumbent
is responsible for software engineering for new and existing products and
works with the entire SOA Center Team to ensure development conforms to
performance optimization and interoperability standards and requirements.
Working with other SOA Center staff, this individual will:

Plan: Assist solution architects in translating requirements into technical
specifications and data models for all assigned SOA projects and work
efforts.  Create enterprise development standards for SOA services.
Consult with IT staff on incorporating new technology standards into future
projects. Ability to investigate, research and implement new technologies
in SOA related areas.

Implement: Design, code, test, and implement complex SOA-based solutions;
develop appropriate documentation according to established standards for
all assigned SOA projects and work efforts.

Track: Periodically meet with the project team to assess project
requirements and the impact of change requests on project delivery timeline
for all assigned SOA projects.

Maintain: Plan, schedule, and conduct decision support systems tests;
monitor test results, and take required corrective action for all assigned
SOA projects.

Support:  Work with the NCDOT Helpdesk, Web services Support and
Development to provide 3rd tier support when issues cannot be resolved at a

3. Provide expertise, guidance, support and/or training to DPS developers
and/or infrastructure specialists, as needed, in the support of these
systems.
Work with the ODPS staff to update, patch, and repair ETA software
components in the development, test, and QA environments, and develop
software changes for promotion to production following best practice and
standards as defined by ODPS.  Approvals and/or reviews by the engineering
board and/or change control board as required.
Take corrective action, subject to the ODPS Management approval, to resolve
all issues and problems encountered to ensure the application and system
performs as required.
During the interview process with the ODPS staff, the resource consultant
must demonstrate competence/experience in their specific area(s) of project
assignment. The resource’s experience must also be documented for review
and verification. Offered resources not showing technical or functional
competence/experience will be sufficient reason to reject the Offeror’s
proposal.  It is the responsibility of the Offeror to pre-screen their
candidates to ensure compliance.

Role Description:
Proven track record of hands-on technical design and code work within large
complex systems.
Proven hands-on technical work with a variety of technologies.
Demonstrated technical expertise integrating a variety of diverse technical
environments and cross-platform technologies.
Proven experience mentoring and performing supervisory functions for
technical teams.
Ability to make best practice recommendations based on past work.
Proven ability to present complex technical constructs to business and
non-technical users.
Proven ability to collaborate with business users, project managers and
technical architects.

Support the current ETA (Electronic Title Application) and implementation
and development of subsequent enhancements of ETA and ATPS II Dealer Portal
by replatforming if necessary, to newer technologies and reengineering the
current subsystems, troubleshooting, enhancements, legislative mandates,
etc.
Updates to system may include, but are not limited to, the following
modules in ATPS:
