This position is a staff authority in performance management and outcome
measurement for the Division of Child Welfare. Prepares data and conducts
new data analysis for the Department’s C-Stat (performance management)
process. Conducts critical analysis, identifying patterns in the data and
the underlying causes to changes in the data. Identifys relationships and
trends in the data including factors that could affect the results of the
analysis. Evaluates the statistical methods and procedures used to obtain
data to ensure validity, applicability, efficiency, accuracy, and evaluate
sources of information to determine any limitations in terms of reliability
or usability. Adapts statistical methods to solve specific analytical
problems. Analyzes and interprets outcomes data to identify statistically
significant differences among sub-populations. Presents findings in oral or
written formats to a wide variety of audiences.

Aids in the preparation for monthly C-Stat meetings by 1) meeting with
Division and Office staff; 2) obtaining data, 3) conducting analyses; 4)
drafting action item and reference slides. Manage multiple competing
priorities to ensure timely completion of all C-Stat presentation
materials. Ensures accuracy of all data analysis and related action item
responses.

Work with Division and Office staff on a frequent and reoccurring basis to
develop thorough understanding of levers that impact performance measures
and mechanisms for collecting data on the levers and the measures.

Works with C-Stat staff to prepare presentation data and analyses that are
accurate and consistent with the priorities of the Division and Department.

This position is responsible for maintaining performance and outcome
measures using a variety of data collection and reporting  mediums. The
position with be responsible for extracting  data from the Child Welfare
case management system (Trails), or other related data sources,  and use
this data to report data trends and analyses on measures that track county
and state performance outcomes. This position will also manage accuracy,
validity, access, and analysis of child welfare data using county
scorecards and the Results Oriented Management (ROM) reporting database as
well as ad-hoc reports as needed to provide data and analysis for child
welfare performance management activities.

Education:
Graduation from an accredited college or university with a Bachelor's
degree in Statistics, Mathematics, Economics, Psychology, Research and
Methodology, Sociology, Public Health, Computer Science, Information
management, Business, Public Administration or other related field with
minimum six credits of statistics classes AND professional experience
conducting research and data analysis.

Preferred Experience:
Maters' degree in Statistics, Mathematics, Economics, Psychology, Research
and Methodology, Sociology, Public Health, Computer Science, Information
management, Business, Public Administration or other related field with
minimum six credits of statistics classes
Three (3) years professional experience conducting research and data
analysis.
Proficient in Micro Soft Excel, Power Point and Words.
Experience of using statistical analysis software programs (e.g., SPSS, R)
Microsoft office,
Experience in SQL programming.

Highly Desirable Characteristics:
Knowledge and expertise with research and data analysis methodologies
Proficiency with statistical analysis and data querying software (e.g.,
SPSS, CrystalReports, SQL)

The purpose of this request is to procure Business Data Analysis Services
