Job Description:

multiple vendor) complex development efforts
Overseeing and reporting test activities
Testing software new releases, fixes and application enhancements
Testing changes to business process, work flow and documentation
Performing functional and user acceptance and integration testing
Reviewing requirements and design documentation in order to design and
document test plans and test case specifications for a web-based application
Evaluating documentation to ensure adherence to QA methodology and standards
Assisting in decomposing high-level requirements identified in project
documentation into testable, detailed requirements
Evaluating, documenting and reporting test results and defect status. Use

Quality Assurance Manager will serve as oversight for the ISD solution to
ensure quality processes are documented and followed and to ensure a
quality product is delivered to business users.  The Quality Assurance
Manager will develop, implement and monitor an overall quality plan which
will include verification that all major lifecycle processes are defined,
and the defined and approved processes and standards are followed. This
will include, but is not limited to:

The Quality Assurance Manager’s role and responsibilities include, but are

project personnel.
3.Verify that the obligations of the vendor, sub-contractors
and external staff (terms, conditions, statement of work, requirements,
technical standards, performance standards, development milestones,
acceptance criteria, delivery dates, etc.) are clearly defined.
4.This includes verifying that performance metrics have been
included that will allow tracking of project performance and progress
against criteria set by the State.
5.Verify that any proprietary tools used by subcontractors do
not restrict the future maintainability, portability, and reusability of
the system.
6.Verify that State oversight is provided in the form of
periodic status reviews and technical interchanges.
7.Verify that the State has defined the technical and
managerial inputs the subcontractor needs (reviews, approvals, requirements
and interface clarifications, etc.) and has the resources to supply them on
schedule.
8.Verify that the quality of all products produced by the
project is monitored by formal reviews and sign-offs. Verify that QA has an
appropriate level of independence.
9.Evaluate and make recommendations on the project’s Quality
Assurance plans, procedures and organization.
10.  Ensure adherence to the State’s defined development standards.
11.  Verify that all major development processes are defined and
that the defined and approved processes and standards are followed in
software development, configuration requirements and development management
(CM), change management, data management, systems and acceptance
management, process definition and product standards.
12.  Review and evaluate the plans and procedures associated with
all process areas.


1.5 years of recent experience implementing quality processes
for complex IT projects
2.5 years’ experience in documenting and performing
requirements gathering sessions for business and functional complex systems
implementations.
3.3 years’ experience in implementing quality processes for
Information Technology projects.
4.5 years’ experience in in creating, managing and utilizing

The Eligibility and Enrollment Member Management Project is one of the
largest IT projects for the State of South Carolina. It is a multi-year
effort to replace the State’s aging Medicaid Eligibility Determination
System and other member management applications with a modern, service
oriented architecture based system. This project will be very complex and

The State seeks a skilled professional with a deep level of testing
management experience who can work independently and alongside project team
members, State agency representatives and all impacted Third Party vendors.
The State plans to be their own integrator thus all strategies of testing,

Definitions
Functional Testing:  The test phase performed utilizing the pre-developed
test scripts. It will test isolated functions in the configured product,
associated enhancements, and interfaces and reports to demonstrate the
configured solution supports client’s business processes and system

Day-in-the-Life Test: A test phase performed to parallel the actual
transactional activity of a specific day(s) that actually took place at
client.  Essentially equal to an “off-line” parallel test.
Test Script: A narrative description of all the preliminary conditions,
specific transaction data, required actions/processes, and expected results
associated with that test scenario.
Issue Tracking  Resolution: The process of documenting and reporting a
system issue to the vendor, tracking its proposed resolution by the vendor,
rerunning the associated test script(s) and performing regression testing
as needed until the issue resolution is confirmed through test results.

Description of Work
•   Manage and direct all testing activities with the exception of
hardware and software.
•   Working closely with the vendor, the Test Manager will organize and
utilize the project team resources to conduct comprehensive User Acceptance
Testing and “Day in the Life” testing activities.
•   Develop a full Testing Strategy Document.
•   Participate in the development of a comprehensive CIS Test Plan.
•   Provide CIS example test scripts and test script templates as
