I had the same problem- my Personal Oracle 8.1.7 installation hung up during creation of the test database on Win98. David B. Search your Personal Oracle CD and look for the readme file. Follow the instructions and it should work fine. The reason I say look at the readme is, I had problems initially and I was able to resolve them through the readme. Hope this helps.
