In 9i all accounts are created as locked except sys, system and scott. For sys and system password is required to be defined at creation time as change_on_install or manager are not created as default. I just loaded 9.2.0 on a Win 2K yesterday, ran the DBCA and saw neither action. When I checked the scripts it generated, it still used the standard passwords for SYS & SYSTEM.
