Oracle 11i.

They did something similar to bring the numbers for Oracle 
Database
and Oracle Designer and Oracle Application Servers all up to 9i
(9iDB, 9iAS, Designer 9i. . . .)

After all, they must have introduced enough new features and 
bugs
to skip a number or two?!?!
