My impression of the Oracle Masters program is that it
exists in order to get people to take courses. To get a
master's certificate, it's not a matter of whether you know
the material, or learn it somewhere else, it's just a matter
of paying to sit through a specific list of courses offered
by Oracle. At least with OCP certification, you have to go
through an exam to show that you know something.

This is my understanding as I am studying for my Certificate at the moment.

At the end I will be an OCP but a DBA type of OCP .

discontinued, etc.

Program still exists, although Masters requirements change somewhat
frequently, and at times are misleading. For instance, I'm pursuing
Enterprise Scalable Master certificate and was under the impression that
only 3 Master courses were needed, including Data modeling one. To my
surprise, Oracle kindly notified me about the requirement to take one more
course, any course, from any other track to qualify. Go figure...
