TORA also runs under Windows...

I tried it, much preferred TOAD.

Other options would also be PL/SQL Developer from
www.allroundautomations.com (though I had heard that they have also been
taken over by Quest), and Lecco SQLExpert from www.leccotech.com (also
available from yours truly ;P)
