If its not an then you can simply run catalog.sql and catproc.sql to upgrade oracle dictionary tables. Are you missing something in your reply? If its not an then. From migrating 8.1.7 to 9i, one has to follow prescribed procedure. To my knowledge one needs to run u0801070.sql after starting the 8i database in 'migrate' mode...etc.. etc...
